I agree. This is my version of the Victorian card. I tried to replicate it to some of the title cards on iview:
I like the concept, but it just looks a bit messy.

what would you suggest to make it less messy?
The biggest tip I could give from my work in motion graphics would be to remember to give your designs space to breathe. Try add some extra padding/blank space between the edges of your graphics (background boxes for example) and the text. Normally that’ll make a dramatic difference and actually draw more attention to what is shown inside it. After all, that’s what the intention is! Hope that helps 
What are you actually trying to achieve? What is it wrong with the current ABC News title cards that would benefit from change?
I’m missing the point of your ‘mocks’.
I agree with what @Matt.S says, some spacing would help a lot! Look up ‘negative spacing’.
Also, take a walk over the other side of the room and look at your design from further away. Is it still strong? Or does it maybe loose some identity or meaning behind some of the elements?
I think the lines on the right side of the boxes need to be thicker and more consistent as a start (the white one on the bottom ticker/flipper looked like an error when I first glanced at it).
If I was EP I’d also want more branding than just a small logo in the clock.
All that said, the colours are strong, the layout is interesting and on pointe with broadcast design trends. Just needs a bit further experimentation.
