Well if WIN and nine cannot t agree to a deal in Tasmania, southeast SA, regional WA, Mildura and Griffith, I only hope that Telstra and the other telco providers let people watch 9 now for free meaning they don’t pay for data streaming of 9 now.

The main issue is that they would still be required to have a primary channel meeting local content, captioning and other requirements.
As it’s a points system, it’s likely that the channels are somewhat ahead of where they need to be, or could catch up by the end of the year. Likewise, the ACMA is weak, so would likely need to wait until the end of the year, until the channels actually fail to meet the content requirements, before they could even begin to take action on the license.
Pressure from Prime/SCA would probably be enough to see a deal done for Tasmania, Mildura and WA - but Griffith and SE SA where it’s just WIN, may be more difficult.
I think we’re all missing the point, the exact meaning of the word network is ‘a network is a group or system of interconnected people or things’ I think when two entities connect either through management or programming 0r systems, they are a network, you’re confusing the word network with what an entity does and not how it works or looks. You choice and opinion obviously.
It doesn’t matter whether WIN or SCA produce drama, comedy or game shows, they do schedule and they do produce, and not having a FB is hardly a reason to describe WIN not as a network. I have worked for three regional networks and two metro networks and I can honestly say they all work as networks.
I can remember that BTV6 and GMV6 called them selves the six network, I am trying to remember when they started to share the same program feed I think it was around early December 1988 almost a year to the day after that they became VICTV
I remember it was early December 1988 when GMV became a full time relay of BTV (but with local commercials and news), it was on Sunday December 11, 1988.

WIN is offering Nine $0 for the affiliation rights for the supplementary licences, with at least the TDT Tasmania licence said to not be profitable, says The Australian. Nine is refusing the offer of no money. SCA may go it alone with TDT if WIN walks.

Interesting zero dollars sounds like a great deal. More about the licence from above article. Sources said WIN believed it should not pay anything for Nine’s programming because TDT is not profitable and runs under a 38B licence, which was allocated so that a third a station could be viewed in small, two-station markets.
Affiliate fees for 38B licences have typically been lower than regular affiliate fees and their operation is considered somewhat of a community service.
If TDT isn’t profitable, why would WIN have any better luck with Ten’s programming?
Probably because they can sell the advertising on Ten as part of a network wide package.

If you can’t make a profit of the #1 network in 25-54 (Nine) with a market of 500,000 people (Tasmania) you’re doing something wrong.
Nine should just not sign WIN at all, bypass them now and serve Tasmania via 9Now and sell localized advertising
Ideally, the best way would be to shut down the supplementary licences and affiliate the main channel with both Nine and Ten. That way, you can get rid of all the shit programs and program full proper main channel line-ups for those markets that actually have the best chance to retain viewers and sell. Take Eleven and ONE as the sub-channels and you’re set.
There’s never been the market to broadcast three main channels to these small markets. It’s even worse in this day and age where you need to economise to be successful.
To think 9Now is an adequate alternative to a traditional television broadcast is ridiculous. Whether it’s the appalling state of regional broadband, lack of end user equipment, lack of education on IPTV or the fact users must have a minimum $50/month connection to watch what should be available FTA, switching off digital TV in favour of IPTV would leave the majority of viewers without access.
Well 9Now is at least a way Nine can serve the good people of Tasmania. To some degree.

It’s very likely they’ll come to an agreement anyway, but if not, SCTV could always drop 7mate to SD and remove TVSN and Racing.com to justify the lower affiliation fees to 7, and carry Ch 9 and one other 9 multi-channel.
