seems wrong for Nine News to claim to be making the news - shouldn’t they be breaking it?

Their mention in Parliament today certainly did “make” the bulletin tonight:

Queensland Budget. Nine notable as the only bulletin not to feature an interview with the Treasurer.

Might’ve refused after someone leaked to 9 the budget papers early?

Perhaps that was the bargain- the exclusive drop instead of the interview?
