No, at the time they only bought the rights to Nine/9Now: Stan Sport didn’t exist.
Especially now with the paid streaming platforms.
In the in the last series earlier this year, 3/4 Tests finished in 3 days and the last one was a boring draw. I can’t imagine the BCCI offer the rights cheaply either.
One advantage is that they don’t get many weather related delays in India, unlike England with it’s frequent rain interruptions.
The Ashes being on the anti-siphoning list are the only reason they’re on FTA - and the ECB is effectively forced to sell them outside their usual long term arrangements.
Those don’t apply to Indian (or other) series - meaning the BCCI can sell longer term deals to pay TV outlets and take a whole host of auxiliary content and series (would India v West Indies move the dial etc).
I’m not saying Nine etc couldn’t buy those deals - it could work as Stan content for the other stuff - but it would require a deeper investment both financially and airtime wise.

Nine either have the rights and have elected not to use them or they’ve secured rights that don’t permit ECB to seek an secondary deal

Regardless, the ECB has to separate it out from their usual rights deal.
They will want Stan rights as well for it, which will mean 4K and ad-free coverage.

If 9Gem does even 1/3 the audience (~200k metro) of last night (during a rain delay / re-run telecast) and any share over 4%, that’d be a fantastic result! And tonight is a good reason to have it on a m/c, so main channel (even if entertainment programing not doing great) can sustain a solid audience, as if cricket does do 200k or less that’d have been shocking-level territory for a main ch (also says a lot about Seven persisting with MDI!!) Also, despite being tradition and a part of cricket, tonight is a key reason Nine became fed up with lost ad revenue / make goods and poor ratings and ditched CA’s contract.
Perth market should come to 9Gem’s rescue tonight at least
