2031 is too soon. Hosting the Women’s World Cup costs a lot of money.

If the hosting rights of 2027 Women’s World Cup goes to Europe, then 2031 could be held in South America, and vice versa.

I don’t really get the whole “now I’m going for Spain” thing… had we lost to Spain in the semi instead of England, would we be supporting England in the final instead? I know we have a rivalry with the Poms, but as a country, we don’t have much of a connection with Spain for anything.
