I think the main issue was having crowds of people outside the windows though.
You could manage it though, only letting a few in at a time, maintaining distance between each visitor, time limits, having defined flows in certain directions with entry and exit points, etc.
Youâve gotta have a reward for people to do the right thing. Itâs not much but itâs something.

A blow for the Echuca/Moama Tourism and Hospitality Industry. Next years Southern 80 race on the Murray River that was due to be held in early February has been cancelled. The COVID situation in Victoria, social distancing guidelines and the NSW/VIC border closure were taken into consideration.
2021 SOUTHERN 80 SKI RACE â Regretfully will not run in 2021
Several factors have led to the Moama Water Sports Club, to make the decision not to run 2021 Southern 80.
The COVID situation in Victoria particularly at present is very fluid and with the uncertainly of social distancing guidelines and NSW border closures the Moama Water Sports Club cannot plan with certainty for the event to take place.Due to the on-going and complex restrictions around the COVID-19 pandemic the board of Ski Racing Australia has decided to further delay the upcoming racing season until July 1, 2021.
Unfortunately, the increased health protocols that have been imposed by the various Health and Police departments on all organised events require that event organisers be responsible for enforcing compliance with all COVID health protocols not only for participants but also for spectators.
This has led to the very difficult decision by the Moama Water Sports Club to cancel the 2021 Southern 80 which was due to take on the 12th to the 14th February 2021.
We will now start planning for the 2022 event to be held on the 11th to 13th February and we look forward to seeing you at Victoria Park Echuca, under the new Echuca / Moama bridge.

I can understand owners, if they limit on how many can attend the day. Stay for your race and then head off. No hospitality available whatâs so ever. I think that will be fine.
Flemington on the other hand are dreaming if they expect to have 10,000 plus staff on course for each day of the Melbourne Cup Carnival when weâre still coming out of the second wave. Imagine if thereâs an outbreak. Weâve seen how quickly it can turn and spread.
Add to that the casual punters probably wonât be able to go to the local TAB to place a bet on Melbourne Cup day (itâs an annual event for the general public) and will have to open a betting account beforehand.
I would suggest a TAB would open, with patron limits, along with the general retail opening which would be by the Monday of the Cup Week.
I would say a lot of the restaurants and marques might be able to cater for a certain amount of people.
General Admin is differently off the cards though.
These are the new rules relating to TABs, which will reopen on November 2 (the day before Melbourne Cup):
Retail betting venues can open if wholly contained within a licensed premises: open, subject to both licenced premises and retail restrictions, including seated only service, density quotient, signage requirement (within the licensed premises), records requirement (within the licensed premises), cleaning requirement
Retail betting not wholly contained within a licensed premises: open subject to requirements on open retail, i.e. density quotient, cleaning and signage requirements. Patrons must remain seated unless they are placing a bet, using the toilet, or entering or leaving the venue.
Yeah I donât see why the same rules couldnât apply to outside dining in these instances. It is essentially the same. You just have distanced marqueeâs that are seated with table limits. The only limitation might be that dining limit so 2 hours might apply (not sure if that was in the roadmap or not but it was the last time dining opened). If thatâs the case I guess they could have a couple of sittings which allows a few high flyers to come, make an appearance and leave.
Sydney Opera House will reopen to the public on Thursday, October 29, after being forced to close for the last seven months due to COVID-19.
Depending on the roadmap on easing of restrictions in Victoria, itâs hard to see Arts Centre in Melbourne reopening in December, although the nearby National Gallery has a new exhibition scheduled to open on December 19.
