I remember Channel 1 was usually just like your first picture, just a very fuzzy black and white version of what was also on 2. I never knew if it was some kind of overflow from ABV2 or if it was a distant ABC signal from Bendigo or thereabouts.
It would have almost definitely have been ABEV 1 Bendigo. In Brisbane, we had a similar situation with ABDQ 3 Darling Downs. The nearest high power Channel 1 was ABSQ 1 Southern Downs that was at very low levels.
NSW had ABC NATIONAL TV in their test pattern.
There were some parts of Western Sydney that were able to get near permanent reception of ABCN1 Orange, albeit very snowy.

yeah there was that brief period during 1988/89 that ABC News was on at 6.00 on weekends but 7.00 on weeknights. Didn’t last that long AFAIK.
So all 4 local Melbourne stations would often have news at 6.00pm on weekends? (1988/1989)
pretty much, although during footy season Seven Nightly News was on at 5.30 on Saturdays

Not at all, footy replay was at 6-7:30, was the only night my family regularly watched 7 news.
I meant having 4 local bulletins competing against one another in the same time slot. Which was often the case in 88/89 (on weekends).
