Did 10 cover it in news or the beginning of the project?

There were 88 IOC members in Tokyo eligible to attend the meeting. Not all IOC delegates went to Tokyo and members had to attend in person to vote and any Australians could not vote apparently.

From that the original number of 88 that meant Brisbane needed 45 yes votes. If they did not get there the other cities whose bids had been rejected by the preferred city selection process could then bid again.
