Though there was a 3 month period from March 2015 when 9HD was first launched where all 9NBN regions used the NBN add on to the Nine watermark.

If an Australian network did that, I’d agree but the cap of an In-Program Promotional watermark posted above was from TVNZ 1.
With Rugby Union basically one of New Zealand’s most popular national sports (as far as I’m aware anyway) and the All Blacks likely to do well, you probably can’t blame TVNZ for getting in early with the World Cup promotion!
