How I did it in my 7 News meets BBC News mock video is with multiple concurrent rectangle masks, animated with key frames. The rectangles start out small and grow larger, eventually overlapping other rectangles.

That beam effect, like a signal beam. Thanks anyway because things that sometimes are incorrectt, or that I am not interested in, I run back to it when I need it.
