Surely this more vibrant space and the benefits it can provide outweighs the “close to the newsroom” sorta argument that seems to keep them up stairs.
It’s too good not to use and would aid the much needed revitalisation Today needs

Is this set used in other shows? or did it replace WWOS?
The only shows being there is the WWOS, 100% Footy and NRL Sunday FOOTY SHOW. That new set was first introduced during the Winter Olympics for Paris.
That Studio held the federal election and the debate too.

Unfortunately for Today the recent host changes has see the show lose touch with its audience, notably along the east coast. Getting the right hosts is obviously key but I think that some tweaks to the look of the studio might catch the attention of some viewers. Using the large studio would be great and something that couldn’t be matched by the competition. Other random thoughts would be to come out from behind the desk as point of difference, get some plants, fix the floor, lighten up the the studio, get rid of the pillar and get a jib for different angles.

Given Lizzie was only on the show on Saturday last week, it wouldn’t have made much sense to have her host one day and replace her with someone else again for Sunday. You talk about consistency, but that would have been a far more inconsistent move.
I would argue the weekend show has been the most consistent. Dan filling in for Michael makes sense doesn’t it? He’s a regular member of the team.
The only decision that did feel strange was Kendall last weekend, but as has been said Lizzie wasn’t on the entire weekend. Got to try and give the viewers some consistency I guess.

Okay good
Sam’s network contract is for golden bachelor and 2 weeks of today a year. So she’s maxed out on the 2 weeks with today.
If they want her to do more they’ll have to start paying her extra.

Hilarious how they get the “ratings soar”
Wednesday’s Today drew 756,000 national viewers, up from 696,000 the previous Wednesday when Michael Willesee Jr was in the hot seat.
Thursday followed the same pattern, with Today attracting 722,000 viewers nationally compared to 686,000 the previous Thursday.
These are of course the reach numbers. The average number for Wednesday was 280,000 up by just 1,000 from the previous Wednesday’s 279,000.
Thursday’s average audience was 18,000 high but Friday’s was 4,000 lower.
For some reason they didn’t mention the earlier days of the week where on Monday the ratings were 10,000 lower and Tuesday 6,000 lower. 
And while Nine still has a long way to go to catch Sunrise, the numbers have moved in the right direction with Steinfort in the chair..
Actually they didn’t - the average audience was unchanged from the previous week.

The Australian is reporting that Samantha Armytage and Tom Steinfort are “all but locked in” to host Today.
Of course, the daunting task need not have been quite so daunting. Diary can reveal Nine had the opportunity to screen-test all the real, viable hosting combos to take on fronting Today – and even director of television Michael Healy’s good friend and close neighbour Mike Willesee Jr – over the course of one weekend, only for the channel’s bosses to refuse to do the sensible thing and instead insist on conducting a series of unedifying – and completely unnecessary – on-air trials in a bid to alienate as many viewers as possible.
Mercifully, Armytage and Steinfort sent the show’s spiralling numbers back in the right direction after clicking on air last week, with Today’s audience growing by almost 10 per cent from a lacklustre 265,000 viewers on average across the country on Monday to finish the week with just shy of 290,000, sending a clear message to the station’s bosses about what could actually be achieved if only they settled them in for the long haul.
The Australian also reports that Sylvia will be in the chair until the 24th as Sam is reportedly heading overseas
Note - apparently even the producers have been struggling to keep up with all the chopping and changes of fill in hosts
