Absolutely, but most referees would have just timed off and waited until the kick to stop wasting the time. Using their common sense.
I can almost be certain this referee won’t referee Australia nor New Zealand again, if internationally at all. Many many bad and missed calls, for and against both sides.

The All Blacks have won the rugby championship after beating the Wallabies 40-14 in Eden Park, Auckland. The All Blacks have lead during every half of the match. The Wallabies haven’t won a Bledisloe Cup match in Auckland since 1986.
I don’t think the Rugby Championship has been decided yet, South Africa vs Argentina tomorrow morning may change the outcome.
South Africa defeated Argentina 38-21 in the final match at Durban overnight. New Zealand and SA both finished with four wins, however the All Blacks won the Rugby Championship for another year, because they had more bonus points than the Springboks (3 to 2).

Daily Mail reports Rugby Australia is discussing with New Zealand Rugby to form a composite team of Wallabies and All Blacks players to take on British and Irish Lions at the MCG in 2025.
