Got some inspo from @nationalnews, but this is how I would implement a more localised titlecard. I personally would drop the Nine News Sydney, Melbourne etc in favour of that being included in a new V/O like Perth.

I like it but I really think the white should be more of a window than the backing.
More of a transparent layer over a local image.

Adobe Illustrator and PixelLab on my android.
