It’s supposed to be superior to concrete.

Shotcrete is widely used throughout the construction industry due to its superior bonding ability, reduced need for formwork, and increased durability. Most common applications include tunnelling and underground works, stabilisation, swimming pool and skate park construction, remedial works and structural repairs. This method is especially beneficial for projects that require strong adhesion to existing structures or have challenging geometries.

So something else has caused the shotcrete to become unstable, like vibrations and earth moving around, or was the shotcrete mix not up to scratch? I’m not putting it down to just one thing, I’m just working it out in my head.

A new elevated veloway in Melbourne’s west, built alongside West Gate Tunnel, was opened today. 2011 Tour de France winner Cadel Evans rode the veloway alongside Victorian Minister for Transport Infrastructure, Gabrielle Williams, and students from Footscray City Primary School.
