Operation Bastille follows the gripping investigation that unravelled the dark criminal activities of Stephen Michael Adams, the notorious “West Perth Rapist.” What began as a single assault investigation in 2012 quickly escalated into a multi-crime probe as detectives connected a series of increasingly sophisticated offenses back to Adams, a former Customs officer.
A key turning point came after a routine traffic stop in which Adams fled from police, only to be caught with a backpack full of disturbing items, including a knife and restraints, linking him to the rapes. Further raids uncovered a “rape kit” and detailed evidence of Adams’ methodical criminal behaviour, from sexual assaults to elaborate fraud schemes.

Adams pleaded guilty to 31 offenses, including armed robbery, assault, and fraud, and was sentenced for his systematic crimes.
Operation Bastille reveals the relentless pursuit of justice, showing how a lucky break, followed up with determined police work led to the capture of a dangerous predator and exposed the sophistication of his crimes.

The Golden Hour
Sunday 3 May 9:15 PM
On June 7, 2006, a fire alarm at the Neptune Resort in Broadbeach led to the grim discovery of a young woman, So Ra Moon, lying on the bedroom floor with multiple stab wounds. As emergency responders battled to save her, Queensland Police detectives, led by Terry Goldsworthy, launched an investigation that would unfold a tan extraordinary pace.
With few initial leads, the team relied on meticulous detective work. A review of the resort’s CCTV footage quickly identified a lone male visitor entering the building after midnight and leaving just before the fire erupted. Although the suspect had taken steps to conceal his identity, his brief phone call outside the entrance became the breakthrough detectives needed. By tracking phone records, they linked the call to a man named Peter Papas, who owned a green Ford Falcon matching one seen near the crime scene.
As officers pieced together Papas’ movements, they discovered surveillance footage from a nearby service station placing him in the area at the critical time. Intelligence officers identified the escort advertisement Papas had used to arrange a meeting with So Ra Moon, and forensic experts retrieved key evidence—including blood-stained clothing—during a search of his home.
By nightfall, a district-wide alert was issued, leading to a sighting of Papas attempting to take his own life in his car. Police pursued him through the streets of Robina before boxing him in. After a tense standoff, he was taken into custody and later made chilling admissions to a psychiatrist, revealing his long-standing fantasies of killing a sex worker.
In under 24 hours, what began as a mysterious homicide had transformed into a compelling case with a clear suspect and overwhelming evidence.
The speed and precision of the investigation underscored the power of the “Golden Hour”—the crucial period where rapid police action can mean the difference between a cold case and swift justice.
