According to the ABA’s Discussion Paper/Draft LAP for Goulburn from October 1998, there was a proposal for 2GCR to move to 91.9, but it was shelved, as it was feared that the station could be forced to shut down due to financial difficulties associated with the change of its frequency. The frequency was later allocated to 1WAY in Canberra.
103.1 as a Commercial service at 20KW from Canberra could work, it would not work for a 80kW national service.
103.3 2GCR is only 200w from the Council Chambers in Bourke St Goulburn. It is not from the nominal site at Mt Gray, and does not get out as well as the 200w nationals from Mt Gray towards Canberra.
The Canberra commercial fm stations are very weak in Goulburn CBD. A 20KW Commercial Fm from Canberra on 103.1 will not cause interference to 2GCR on 103.3 in Goulburn CBD. 103.3 2GCR will not interfere with 103.1 within its licence area on the southern side of lake George.
Around Collector outside the LA of each station, both stations would be at similar strength. This would be no worse then Edge 96.1 / 96.3 Coast fm around the northern suburbs / beaches of Sydney, or the spacing of two community station in metro Sydney.
ACMA does not protect the reception of stations outside their licence areas, this is where splatter would occur.
Also a sensitive car radio would probably be able to receive both 103.1 and 103.3 in Goulburn city with minimal splatter.
I can hear 2GCR here in Bungendore but it’s on the weaker side; I need to place my Tecsun in the right spot to get it well. Interestingly Bungendore just sits inside Goulburn RA1. The businesses in town pretty much always have either (s)hit 104.7 or Mix 106.3 on, though. Others just stream Spotify.
I wonder if this Google Street View image is the view of the 2GCR vertically polarised folded dipole TX antenna at the rear of the Council complex on rooftop, distant pic view?
Interestingly their STL is still licenced from their studio to Mt.Gray & still points out that way. They were broadcasting from Mt. Gray in the distant past. Wonder what the issue is with them? Short on funds to afford the TX site rental on Mt. Gray?

If all the Canberra fm stations were allowed to broadcast at 150KW from Black Mountain Tuggeranong probably would not be required,
and there would be available frequencies for a conversion of 2CA plus a new commercial fm licence.

Although not activated, hope Group 4A remains off. Too many stations don’t keep accurate time.
Definitely has stereo pilot as my SDR MPX display shows. Maybe you have some multipath on that frequency at your location creating problems? Nice strong 57kHz subcarrier too.
Checked on all my radios including car stereo, only receivable in mono in Stanhope Gardens area (NW Sydney).
All able to seek the station on a scan with no issue.
Is 2000fm coming from North Sydney or Artarmon now?
Same power specs as North Sydney, if there was a problem with the westerly beam off the antenna, you’d have issues with 2MFM & Hope too, because it’s the same antenna.
2OOO is higher power than 2MFM, but not as high as Hope, what’s your reception of those other 2 like?
