Test patterns often have a moving element so you know the feed hasn’t frozen. The new Gravity Media truck at the MET Expo had different bouncing icons on different test pattern screens - snowman, soccer ball, etc.
Not a great photo, but you can kinda see some of the icons:

I believe the snowman test card is generated by SONY CCUs.
You can also pick a whale, and other icons.

Did this go out before a local opt (ABC News Darwin or similar)? I’m just wondering why an in-line from Darwin would go out on the network feed? I assume ABC is single feed with local opt-ins?
It looks like the Darwin studio wasn’t switched for the news update and instead they had the wrong source selected.
