Seems odd to have a stop just 20 kms into the trip. VFTs work best with as few stops as possible.
If it’s a valuable connection it’s not unusual. In the UK, HS1 and HS2 have their first stops at Stratford and Old Oak Common under 10km out from the city.
Also, the Melbourne Airport station should be a pick up station only for high speed trains leaving Southern Cross for Sydney, and a drop off station only for high speed trains arriving from Sydney.
It would be a pick up point southbound for Melbourne CBD travellers.
The idea would be you have a station that is along the route of the Suburban Rail Loop, to maximise the connectivity - so that you don’t need to take the HSR all the way into the CBD and then back out on slower trains.
Right now you’d assume that would be at Broadmeadows, as that’s the current linking point for the standard gauge line on the SRL route, but there’s less dense development directly around the airport area so that costs to build the line out of there might be cheaper than likely needing extensive tunnelling to leave the suburbs.

The Route 58 tram will continue to run along Toorak Road West, providing a shorter and direct path to St Kilda Road and maintaining the same platform interchange for citybound passengers at the Anzac Station tram stop.
The tram route was diverted from Domain Road to Toorak Road West on July 1, 2017, to faciliate the construction of Anzac Station as part of Metro Tunnel project. Now it’s unlikely that trams will run on Domain Road again. That section on Domain Road and Park Street was part of the Brighton Road cable tram line, which opened on October 11, 1888.
