They were only experimental services, in each of Sydney, Melbourne, Brisbane and Adelaide, so they weren’t intended for a broad audience. I don’t know what they broadcast, though.
i’m not 100% sure they are there for Q&A - i was there for the brisbane comedy festival where i saw david o’doherty - but as far as i am aware there is no gala tonight, which makes me think it’s Q&A (that and the trucks were closed up when i went past at 6:45pm)
There was an internal ABC email near middle of last year that confirmed the end of ABC TV OB’s using ABC trucks and staff. Most of the little remaining OB people were made redundant. Some of them do still work at ABC OB’s as freelancers now in mostly non-ABC trucks/facilities.
The weekly National Press Club Address OB can be loosely argued the only in-house ABC OB crewed by the ABC using in-house ABC facilities. With mostly permanent ABC robotic cameras at the National Press Club which are fibre fed back to a control room at ABC Northbourne Ave where it is remote switched.
I believe it was a mix of programs from the two major ABC stations in each city. Despite a lack of FM radios in Australia at the time, they did have a reasonable audience. They were closed after the rejigging of the VHF TV spectrum when it was foolishly decided to put part of channel 3, plus channel 4 and 5 on to the FM broadcast band.
Though VHF-3, 4, 5 was allocated as far back as 1962, before those FM tests.

I beleive WIN are still located at STV8’s studio in Mildura.

Is when the local news bulletin finished, WIN were still located in the building last I was in Mildura a couple of years ago. Checking online would suggest they still are.
